Ability to red flag a comment for moderation.

For a third-party hosted service, it may be useful to distinguish between two types of red flags (the user chooses when reporting):

  • Illegal or highly reprehensible stuff (racism, etc.) sent to both server admin and hosted admin
  • Other stuff sent only to hosted admin

This is because moderation rules may differ between virtual instances, but the server's rules always apply (some contents may be acceptable to the server admin but not to the hosted admin, and vice versa), and also to avoid sending too many reports to the server admin.
